PAL – Understanding the Provincial Attestation Letter for Study in Canada

As the Canadian government introduces measures to manage immigration and address the housing crisis, international students planning to pursue education in Canada need to be aware of the new regulations set for 2024. The Immigration, Refugees and Citizenship Canada (IRCC) has announced a national cap on international student admissions, reducing the intake by 35% from the prior year (2023). In light of this, obtaining a Provincial Attestation Letter (PAL) has become a crucial step for students wishing to study in Canada. Here’s what you need to know about PAL and how CLLC is assisting students through the process.

What is a Provincial Attestation Letter (PAL)?

A PAL is a vital document for international students, serving as proof that they have been included within the national cap on a provincial or territorial level. Each Canadian province and territory has a specific allocation of international students they can admit, as determined by federal or provincial governments. Once these numbers are established, provinces and territories issue PALs to international students as a confirmation of their acceptance into a designated learning institution within their capacity.

When a province or territory reaches its maximum quota for international student admissions, it will cease to issue further PALs. It’s important to note that a PAL is mandatory for study permit applications for academic programs that exceed 24 weeks.

1. Apply for a CLLC program lasting more than 24 weeks.
2. Receive your Letter of Acceptance (LOA) and an invoice from CLLC.
3. Complete the full payment for a minimum of 24 weeks of study.
4. Once payment is verified, CLLC will issue your PAL, enabling you to apply for your study visa.

Planning Your Study Permit Application

Timing is crucial when preparing your study permit application. Consider the following:

– Validate the dates for both your PAL and study permit to ensure they align with your academic schedule.
– Allocate sufficient time to gather all necessary documents required for your application.
– Take into account the average processing time for study permits.
– Aim to have everything ready by the start date of your course at CLLC.

Studying at CLLC Without a PAL

It’s still possible to study at CLLC without a PAL if your program is less than 24 weeks, or if you’re attending under a tourist visa. For those who fall into this category, CLLC offers flexibility and quality education without the need for additional documentation.
